Alvin is an economics graduate of Queen's University, Belfast, and a Fellow of the Institute of Management Services. He is also a director of the Northern Ireland Chest, Heart & Stroke Association and of Hostelling International Northern Ireland.

Alvin McKinley is the Director of the Chief Executives'
Forum, a post which he holds on secondment from the Northern Ireland Housing
Executive. Alvin’s background is in personnel and management services and in
housing policy and finance. Most of his career has been spent in the public
service: from 1974 with the Housing Executive and prior to that with Belfast
City Council. Before joining the City Council he worked in manufacturing
industry with the United Kingdom Optical Co. Ltd in Lurgan, Co Armagh.
